Phase 1
As we move toward recovery following the Eaton and Palisades fires, here are a few things property owners need to know about Phase 1.
The U.S. Environmental Protection Agency (USEPA) has been assigned by the Federal Emergency Management Agency (FEMA) to survey, remove, and dispose of hazardous materials from properties impacted by the fires. This work is free to residents, mandatory and is already underway with assistance from the Department of Toxic Substances Control (DTSC) and local agencies.
On Jan 15th, California issued an order granting USEPA authority to access properties without permission from property owners for Phase 1.
For Phase 2, property owners need to decide whether to opt in for free cleanup by the U.S. Army Corps of Engineers or opt out and pay a specialized, approved contractor to remove the remaining fire debris, following all necessary requirements, rules and regulations. To avoid any delays once your property has been deferred to Phase 2, “Recovery LA” has provided an online form or downloadable pdf. of the “Right of Entry” form necessary to get your property cleared as quickly as possible or to opt out of government clearing program if you choose to hire private party debris removal services. Deadline to participate is March 31st 2025.
Phase 1 USEPA will only remove and properly dispose of hazardous materials such as; paints, cleaners and solvents, oils, batteries, pesticides, pressurized fuel cylinders etc.

There isn’t a projected timeline for the completion of Phase 1 but as more information comes in, we will continue to provide links and updates.
